The Supreme Council of the Autonomous Republic of Crimea adopted the Program for economic and social development of the ARC for 2012 year. The corresponding decision was approved at the special session of the Crimean parliament on December 28.
Speaking at the meeting of the Supreme Council of the Autonomous Republic of Crimea, Minister of Economic Development and Trade of the autonomy Svetlana Verba said that the document was developed on the basis of the Strategy for development of the ARC up to 2020, the Program for economic reforms of the President of Ukraine for 2010-2014, the State Program for development of Ukraine for the neat year. "The Program is designed as a comprehensive document and is a basis for the main financial document of the republic - the autonomy’s budget" - said the Minister.
As Svetlana Verba noted, the Program also acts as a basis for attracting additional resources into the Crimean economy. "All the programs that are included in this document and will be working next year, are calculated on the basis of funding needs. We have set ourselves ambitious goals and objectives for execution of the main priorities of the Strategy, which Crimea will work on during the decade," - said the head of the Ministry.
Among the main mechanisms for raising additional funds to the economy of Crimea, the Minister noted a cooperation with projects and programs of international technical assistance, development of public-private partnerships, development and implementation of national projects on development priorities of the republic, interaction with a banking sector in implementing the mechanism for interest rates indemnification on loans to leading industrial enterprises of the autonomy for implementing investment and innovation projects.
The Program for economic and social development of the ARC for 2012 provides for implementation of 880 events with funding from all sources totaling 15.6 billion UAH.
According to the document, 22 targeted programs totaling 660.5 mln. UAH will be implemented at the expense of the national budget in 2012. 1170 million UAH are planned to be allocated from the budget of Crimea. The program also contains a list of 100 investment projects to be implemented in the towns and regions, totaling 5.4 billion UAH.
Within the program it is expected that the volume of sales of industrial products in Crimea will increase from 17.5 billion USD in 2011 to 19.1 billion UAH in 2012. Production at constant prices will be increased by 4%. Increase in foreign direct investment is planned in 162.3 million USD to 1.4 billion USD, investment in fixed assets - by 45.5% to 22.7 billion UAH. Exports of goods will increase by 26.6%, a positive balance of financial result - by 1.9 times. About 47 thousand people will employ on new jobs, a nominal average monthly wage will increase by 18% to 2750 UAH.
